As a constituent, healthcare professional and member of the MN Acupuncture Association, I am reaching out to respectfully ask for your continued support of  HF3825, which includes important and necessary updates for the Licensing for Practice of Acupuncture and Herbal Medicine in our state.


Thank you for your unwavering support for healthcare access and professional regulation in Minnesota. We appreciate the Legislature’s ongoing work to ensure healthcare statutes remain clear, modern, and protective of public safety.


Part of this bill updates Minnesota’s acupuncture statute, which has remained unchanged for nearly 30 years. This legislation will modernize outdated language, clarify clinical standards, and improve inter professional communication and collaboration between providers, regulators, and healthcare systems.


The work is the result of six years of collaboration among practitioners, the MAA, healthcare stakeholders, and the state medical board to ensure balanced, practical, and current-care-aligned language


Important key features of the bill include:

  • Modernizing statutory language to better reflect current education, training, and clinical practice of acupuncture, including updating the profession’s title to “Acupuncture & Herbal Medicine.”

  • Clarifying clinical care, evaluation and management, and modalities already utilized within the profession to improve regulatory clarity, safety, and accountability.

  • Defining scope and modalities more clearly to help ensure qualified, licensed practitioners are practicing appropriately within statute.

Background

This bill modernizes the acupuncture practice statute, which has remained largely unchanged for nearly three decades. It cleans up outdated and offensive language, clearly defines our clinical scope of practice, and renames our profession to Acupuncture & Herbal Medicine, a long overdue and accurate reflection of what we do.


Why this bill matters:

Updated Language, Updated Profession

The bill removes outdated terminology and replaces it with language that reflects modern education, training, and clinical practice. This reduces regulatory confusion and improves clarity for both providers and the state medical board.

 

Clearer Clinical Standards

The legislation adds detailed language around Evaluation & Management and defines the modalities practiced by today's acupuncturists with greater precision, supporting consistency, safety, and accountability.

 

Years of Collaborative Work

This proposal grew out of sustained cooperation between acupuncture advocates, healthcare stakeholders, legislators, and our lobbyist. It is balanced, clearly written, and aligned with broader healthcare system standards.

 

Better Access and Integration 

Clear statutory definitions support smoother integration within healthcare systems and improve communication across disciplines, ultimately benefiting both practitioners and the patients we serve.
